Use a scheduler component to set a start and an end date and time during which the content will be visible.

This content is visible in the years after 2019. During 2019 other text was shown, this was set up in a different scheduler component.

Can I set a recurring schedule, like every first Monday of every month?

No, this is not (yet) possible.
